Residency is one of the most important stages of building a medical career. During 2021-2022, future doctors planning to enter the residency program are expected to change the admission rules. The innovations are related to the reform in the field of medicine, which has been carried out on the territory of the American Federation in the last few years.
The reasons for the changes
The Ministry of health has long been concerned about the lack of staff in rural areas, the low level of qualification among working specialists of a narrow profile, as well as the uneven distribution of applicants to existing specialties. According to the latest news, the rules for admission to budget-funded residency training in 2021-2022 will be simplified by using additional points. The innovation should encourage young professionals to continue working in rural areas. In addition, the reform will contribute to the effective distribution of applicants for positions that are in demand outside of cities. It will be possible to control the allocation of places, both on a budget and on a contract basis.
Changes in the order of admission to the residency program and its completion will provide the following advantages::
- The percentage of shortage of medical personnel in rural areas will decrease.
- Citizens who are forced to work instead of studying will be able to get medical education – a delay is provided.
- The level of professionalism among doctors of narrow specialties will increase.
- The distribution of future doctors in all specialties will be uniform, with an emphasis on vacancies where there is a significant shortage.
It is extremely important that in 2020 and 2021, those who are in need of money and cannot continue their studies will be accepted for residency. because it is impossible to work and simultaneously get a complex medical profession today.
The procedure for admission
In 2020, the decision on enrollment will be made based on the results of entrance exams and points received, including additional ones. There are also deadlines for admission to training. They are set by educational institutions independently, but, as a rule, the process will continue until the end of August.
The order of admission remains unchanged. The exam is conducted in the form of testing, as in the unified state exam. Includes 60 questions of different difficulty levels. For admission to the next stage, you must give 70% of the correct answers.
Before the reform, budget places were allocated for students from the target set. Starting next year, citizens who have work experience in rural areas will be able to enter the residency program on the budget by using auxiliary points in the process of passing exams. In other words, all those who did not pass the selection process the first time will be able to work for additional points, which are used for the next attempt. Citizens who have any achievements in extracurricular activities will apply for auxiliary points.
The privilege also applies to:
- applicants who graduated from the UNIVERSITY with a red diploma-get 15 points each;
- applicants with a presidential scholarship — 20 points;
- citizens with higher medical education, with work experience as a medical worker or pharmacist from 9 months to 3 years – 12 points, plus 5 points for each subsequent 2 years of work;
- citizens with an average medical education and work experience as a medical worker or pharmacist from 9 months to 3 years — 10 points, plus 5 points for each of the next 3 years of work;
- rural medical staff – 10 points;
- for volunteers – up to 15 points.
This type of assistance should encourage young professionals to continue working in villages and villages. In addition, it is planned to increase the number of budget places by 75%, which will also help solve the personnel issue with doctors in rural areas.
Special features of the target set
Entering into an agreement with a medical institution, under which a student is paid for the entire period of study from the Federal budget, remains a key opportunity to enroll in a residency program. The applicant is credited free of charge, provided that in the future he will work out his debt for a fixed period in a certain medical institution. Urban hospitals and polyclinics are reluctant to enter into such contracts, while in rural areas agreements with applicants are signed with great desire. It is also advantageous for individual private clinics to enter into such contracts, since applicants will be able to become their full-time employees upon completion of their training.
Opinion on the reform among young professionals
The simplification of the enrollment procedure pleased everyone, but along with the positive aspects, there are a number of problems that do not allow applicants to get a high-quality education. First of all, we are talking about the quality of training. Many specialists who supervise the work of students do not want to transfer their knowledge and experience in full, as well as reveal all the secrets of the specialty. Often, students do not get a proper internship while studying in residency.
How the situation will develop after 2020 is unknown. So far, we can only hope that the innovations introduced will be able to solve the problem of staff shortages in rural areas, and the quality of training will gradually increase.
