If the seeds are planted in February, additional illumination with a phytolamp is required. Petunias do not respond well to lack of light. Watering is carried out as the upper layer of soil dries up. After the first sprouts are poked, you need to regularly ventilate the container with seedlings: remove the film or glass for a while.
